" <br /> <br /> <br />(0- <br /> <br />o <br /> <br /> <br />. <br /> <br />Upper and Lower Basin which, together <br />with augmentation by a low salinity water, <br />will keep the river's salinity at, or below, pre- <br />sent day levels. <br />During 1970, the Upper Colorado Region <br />Framework Study participants presented al- <br />ternative regional plans based upon varying <br />levels of water use to year 2020, as follows: <br />(I) 6.5 million acre-feet per year depletions, <br />including reservoir evaporation, (2) 7.5 mil- <br />lion acre-feet per year depletions plus reser- <br />voir evaporation, and (3) depletion of water <br />supply available at site without regard for <br />downstream water rights (approximately 9,4 <br />million acre-feet per year depletions). By <br />comparison, estimates ofthe U. Water Plan Study <br />(called "Westwide Studies") originated in <br />Titles I and II of the Colorado River Basin <br />Project Act of 1968 (P.L. 90-537), The Act <br />states that it is the policy of the Congress that <br />the Secretary of the Interior shall continue to <br />develop a regional water plan "to serve as the <br />framework under which projects in the Colo- <br />rado River Basin may be coordinated. . ." It <br />also directs the Secretary to conduct "full <br />and complete reconnaissance investigations <br />for the purpose of developing a general plan <br />to meet the future water needs of the West- <br />ern United States." The investigations en- <br />compass those states lying wholly or in part <br />west of the Continental Divide: Arizona, <br />California, Colorado, Idaho, Montana, Ne- <br />vada, New Mexico, Oregon, Utah, Washing- <br />ton, and Wyoming.
