It also
provides that, if the bypass occurs during
times when Mexican delivery orders are at
the treaty minimum of 900 cubic feet per
second, the flow of the river at Morelos diver-
sion dam will be not less than 900 cubic feet
per second.
The seven-state Committee of Fourteen,
with the Board's Chief Engineer as one of
California's two members, had considered al-
ternative courses to be pursued upon the ter-
mination of Minute No. 218 and had agreed
with the U. S. Commissioner, International
Boundary and Water Commission, that a
five-year extension of Minute No. 218 would
be most desirable. However, in negotiations
conducted by the International Boundary
and Water Commission during the spring of
1970, Mexican officials indicated that their
government could not agree to a five-year
continuation of Minute No. 218. The Mexi-
can officials stated that, in order to keep Col-
orado River water diverted for use at an ac-
ceptable level of salinity, Mexico has been
forced to bypass around Morelos Dam, and
thereby lose an average of 50,000 acre-feet a
year of the high salinity Wellton-Mohawk
drainage water in addition to that quantity
bypassed during minimum delivery periods.
This 50,000 acre-feet per year of bypassed
water reduces the quantity considered usable
by Mexico below the treaty-guaranteed
quantity of 1,500,000 acre-feet by the amount
bypassed.
Thereafter, the U. S. Commissioner, Inter-

national Boundary and Water Commission,
presented this problem and several alterna-
tive United States positions thereon to the
Committee of Fourteen by meetings and by
correspondence. From these exchanges, posi-
tions were developed that were subsequently
used in continued discussions with Mexico
by the U. S. Commissioner. By the end of
1970, no agreement was reached with Mexico
for a new five-year extension.
In November 1970, Mexican authorities
advised that there was not enough time re-
maining to work out a new agreement prior
to the new administration taking office in
Mexico on December 1, 1970. They suggest-
ed a one-year extension of the existing agree-
ment embodied in Minute No. 218, and on
November 16, 1970, the United States and
Mexico agreed by an exchange of notes to
extend Minute No. 218 until November 15,
1971, with the understanding that the exten-
sion may be superseded by a new agreement.
This extension will permit the newly elected
administration in Mexico to acquaint itself
with the problems and to participate in the
development of a new agreement.
At a meeting of the Committee of Fourteen
held on December 15, 1970, the U. S. Com-
missioner and Bureau of Reclamation offi-
cials reported the results of the fifth year of
operation of the Wellton-Mohawk bypass
cliannel ending November 15, 1970.
