<br />B-5 <br /> <br />SUJIIIII&ry <br /> <br />Many factors influence the actual hourly releases that occur at <br />each SLCA/IP hydropower facility within Western's control. A <br />number of these factors are outside Western's ability to directly <br />determine on an hour-by-hour basis. Western has recently <br />instituted planning practices which consider the uncertainty of <br />the factors and the magnitude of their influence on actual hourly <br />releases at Glen Canyon. Certain practices, such as average-day <br />planning for purchases, 24-hour advance schedule customer <br />requirements, and weekend generation margins, have attempted to <br />reduce the likelihood of release violations. However, key <br />factors will remain uncertain in the future under constrained <br />operations at Glen Canyon. These factors include the monthly <br />hydropower available, the daily or weekly customer demands, and <br />future spot-market conditions. These factors, either alone or in <br />combination, will continue to compound the difficulty to plan <br />supplemental energy purchases at the optimal least cost. <br />
