<br />~ <br />~ <br />~ <br />~v <br /> <br />The objectives of this Upper Colorado River Region 13(a) assessment, <br />as paraphrased from the statutory language, are to assess: <br /> <br />~ <br /><- <br /> <br />1. The water requirements of potential coal gasification and <br />oil shale technologies. <br /> <br />2. The availability of water for development of potential coal <br />gasification and oil shale technologies. <br /> <br />3. The effect of these potential developments on the hydrology <br />of the Upper Basin. <br /> <br />4. The effect of these potential developments on the water <br />quality of .the Upper Basin. <br /> <br />5. The estimated monetary cost of providing water supplies for <br />these potential developments. <br /> <br />6. The estimated monetary cost of managing the wastewaters which <br />might be generated by these potential developments. <br /> <br />7. The social, economic, and environmental impacts which would <br />result from the development of the necessary water supplies <br />(including impacts resulting from reductions .in the amount <br />of water available to other water uses, both consumptive and <br />nonconsumptive). <br /> <br />~ <br />~.h <br /> <br />CONDUCT OF THE ASSESSMENT <br /> <br />The Executive Director's Office, Colorado Department of Natural <br />Resources (DNR), served as the Study Manager for the Upper Colorado River <br />Region 13(a) assessment. In this capacity, the DNR was responsible for <br />day-to-day management of the assessment, to include coordination with all <br />interested State and Federal agencies. In order to assist the DNR in <br />perfecting necessary coordination, a Steering Committee, comprised of <br />representatives of the Upper Basin States (Arizona, Colorado, New Mexico, <br />Utah, an~ Wyoming) and representatives of the Federal member agencies of <br />the WRC, was formed. Several meetings of the Steering Committee were <br />held during the course of the study. The Steering Committee was instru- <br />mental in advising on the conduct of the assessment and in reviewing and <br />commenting on the progress and results of the assessment. <br /> <br />Funding for this effort was provided pursuant to the MOA between the <br />DNR and WRC. With these funds, the DNR assembled its own study staff and, <br /> <br />1. The Federal member agencies represented on the Steering Committee <br />included the U.S. departments of Agriculture, Army, Commerce, Energy, <br />Housing and Urban Development, Interior, and Transportation, and the U.S. <br />Environmental Protection Agency. <br /> <br />.:..~ <br /> <br />~~... <br />'y <br /> <br />1-2 <br />
