<br />. <br /> <br />8 <br /> <br />River, look to this Commission for definite recommendations for <br />action. <br /> <br />Mr. Stephen B. Davis: <br />(side-long glances to Carpenter once in a while as if to ratify a secret or <br />pre-arranged understanding of the implications of the legal points, a judge, <br />as Carpenter is a lawyer, he speaks carefully and authoritatively, <br />sometimes displays a distinct advocacy to Upper Basin position, stepping <br />out of a judge's more neutral, listening role) <br />I can say, if we deal in generalities and lay down a general plan <br />the details of which will be worked out later, we will have a much <br />simpler task than if we attempted to work out an entire scheme. Each <br />state should use their maps and what reports they have and make a <br />full statement outlining the situation of each state. <br /> <br />. <br /> <br />Mr. Norviel: <br />(evidently nervous about what he has to accomplish for his state, but <br />persuasive and passionate, well-spoken, exudes thorough knowledge, <br />caught in the middle between the skillful Coloradan Carpenter and the <br />seemingly passive but potential nemesis to Arizona, Californian McClure) <br />Arizona is particularly interested in the Colorado River and its <br />development at the earliest possible date. Conditions are serious in <br />the lower part of the river for both Arizona and California. <br /> <br />Mr. Caldwell: <br />(enthusiastic, an optimist, wants a deal, sure it can be done) <br />I believe there is enough water in the river for all interests. In <br />addition, it is my firm belief that it is the duty of this Commission to <br />fully consider the water rights in the river and allocate the waters <br />accordingly. <br /> <br />Mr. McClure: <br />Mr. Chairman, your remark that there will not be enough water <br />for all unless it is conserved, was quite apropos. Currently, the State <br />of California has the largest monetary interest in the Colorado River <br />because of our extensive development in the Imperial Valley. <br /> <br />. <br /> <br />8 <br />
