All in favor say "aye." <br /> <br />(All say Aye) <br /> <br />Mr. Scrugham: <br /> <br />The motion is carried. <br /> <br />Secretary Hoover: <br />I think it would be desirable for us to hear the views of each <br />Commissioner concerning the problems before the Commission. <br /> <br />Mr. Carpenter: <br />The prime object of this Commission is to settle, in advance, <br />those matters which otherwise would be brought into court. The <br />extent to which this Commission may recommend the place and <br />position of water storage and other structures is a matter that some of <br />us feel should be developed later as the case proceeds. The main <br />objective of this conference is to settle title to the river before <br />structures are placed thereupon. <br /> <br />Secretary Hoover: <br />It may develop in the course of our inquiry that there is a <br />deficiency of water in the Colorado River unless we assume adequate <br />storage. There may even be a surplus--if storage is provided. It would <br />seem a great misfortune if we did not give to Congress and the <br />country a broad project for development of the Colorado River. <br /> <br />Mr. Scrugham: <br />There is no question that the people of the Southwest, <br />particularly those states most directly interested in the Colorado <br /> <br />7 <br />
