<br />. <br /> <br />20 <br /> <br />(summary of Carpenter's written proposal read to the Commissioners <br />before discussion ensues) <br />On behalf of Colorado, I have prepared a draft compact founded <br />upon the division of the entire flow of the river, based on an average <br />annual river flow at Yuma from 1902 to 1921, being approximately 17.4 <br />million acre-feet. Colorado, New Mexico, Utah, and Wyoming would <br />agree that consumption of water within the Upper Basin shall never <br />reduce the mean or average flow of the Colorado River at Lee's Ferry, <br />over any 10 consecutive year period, below 6,264,000 acre-feet annual <br />average. In addition to this minimum average, there would be annual <br />delivery by the Upper Basin of one-half of the Mexican delivery <br />requirement. <br /> <br />Secretary Hoover: <br />A correct statement would be that the Lower Basin shall be <br />apportioned a percentage of 10 year average flows equal to 36 percent <br />of the flow at Yuma? <br /> <br />. <br /> <br />Mr. Carpenter: <br />Yes, we take into account the inflows above Yuma and below <br />Lee's Ferry. They are to be deducted from the one-half supply due the <br />Lower Basin and the resultant net figure will be given to pass at Lee's <br />Ferry. <br /> <br />Secretary Hoover: <br />Mr. Caldwell, your proposal? <br /> <br />. <br /> <br />Mr. Caldwell: <br />My draft provides for partition of the water between the basins <br />very much as outlined by Mr. Carpenter's draft. I propose that the <br />total and aggregate of all priorities of rights running to the Lower <br />Basin shall never be in excess of 6 million acre-feet per annum. The <br />Upper Basin shall be permitted unrestricted use within its boundaries <br />of tributaries arising within its territories and flowing into the Lower <br />Basin. Above Lee's Ferry, not less than 6 million acre-feet of reserve <br />storage shall be constructed to protect against periodic dry years and <br /> <br />20 <br />
