In this document, the Board states".. . staff is directed to explore <br />cooperative actions with water suppliers outside the Combined Service Area (CSA) based <br />upon'a set of guidelines to be developed by the Board." I have attached the Resource <br />Statement and Guidelines for your information. <br /> <br />The State's Metropolitan Water Supply Investigation (MWSI) has been helpful in further <br />illuminating many options for potential cooperative actions on water supply issues facing <br />the Denver metropolitan area, The MWSI has also clarified that cooperative actions with <br />Denver, while potentially important, are not likely to provide a region-wide panacea that <br />meets all water supply needs within the area. Perhaps the most significant benefit of the <br />MWSI has been to provide, periodically, an important and comparatively "risk-free" <br />forum for communication between water suppliers in the metropolitan area where ideas <br />are shared and expectations about the future explained and understood. As the MWSI <br />draws to a close, I am concerned that expectations of water suppliers outside the CSA for <br />potential cooperative actions with Denver Water may rise to unrealistic levels in the <br />absence of a communications forum such as that provided by the MWSI. <br /> <br />I believe a communications forum for positive discussion between Denver Water and <br />entities outside the CSA needs to be maintained. Therefore, I respectfully request that <br />you consider committing DNR to function as a convenor and facilitator of such a <br />continuing forum. Denver is committed to exploring such cooperative actions, in <br />accordance with the Board's Resource Statement, but the utility of such a continuing <br />forum could be broader still. A continuing forum could also help water suppliers outside <br /> <br />CONSERVE <br />
