New State Demographer Projections

The Colorado State Demographers Office recently released revised projections of population for
counties. Their numbers for 1997 and 1998 are presented in Table 1. Their most recent projections
for Counties in the district are 1.8% higher for 2010 and 4% higher for 2020 than the projections
released last year. We believe the upward revisions lend support for our use ofa "base" and a "high"
projection for the water demand analysis. The future is always going to be characterized by
uncertainty, Projections that bracket the upper and lower boundaries provide useful information to
support both the long term capital planning and the short term capital programming activities.

The revised figures will be referenced in the final report for the Water Needs Assessment Project.
