<br />. <br /> <br />. <br /> <br />. <br /> <br />tv <br />W <br />o <br />~ <br /> <br />Secretary of the Interior, who delegated that authority to the Bureau <br /> <br />Initial <br /> <br />of Reclamation which began detailed design investigations. <br />analyses based on extensive hydrologic computer modeling revealed <br /> <br />that, to meet the differential requirement of Minute No. 242 during <br />the year of the lowest projected runoff, a plant capable of producing <br />97,000 acre-feet of product water at 254 p/m, with a consequent <br />reject stream of 42,000 acre-feet at 9,093 p/m, would be required. <br /> <br />Projections of near average years indicated that plant product would <br /> <br />only need to be 60,000 acre-feet, with 26,000 acre-feet of reject. <br /> <br />These initial design parameters were used in the formulation of alter- <br /> <br />native replacement sources for the reject stream. Current hydrologic <br /> <br />modeling indicates that the actual design plant size may differ from <br /> <br /> <br />the initial findings, but not to an extent that would invalidate the <br /> <br />findings of this study. <br />Regardless of the amount of plant product, there would always <br /> <br />be some amount of concentrated reject as well. The authorization <br /> <br />given by Congress in Public Law 93-320 to also salvage the highly <br /> <br />saline desalting plant reject stream was in direct response to concern <br /> <br />expressed by the Lower Colorado River Basin States over the present <br /> <br />minimal water supplies in the Southwest and anticipated future short- <br /> <br />ages; it was the States' attitude that they should not have to bear <br /> <br />any substantial shortages of water because of commitments made to <br /> <br />Mexico by the Federal Government. <br /> <br />Congress imposed only two <br /> <br />requirements on the selection of a replacement source for the reject <br /> <br />stream: (1) that studies to identify feasible measures will be com- <br /> <br />pleted not later than June 30, 1980; and (2) that said studies shall <br /> <br />4 <br />
