It seems to me that in the Denver meet- <br /> <br /> <br />ing in August 1920 the feeling Has rather spontaneous: I knoH that <br /> <br /> <br />the suggestion occurred .to me during that meeting and before the <br /> <br /> <br />resolutions came in, of the desirability of such a plan. <br /> <br /> <br />Having had the experience that we did in Hyoming and getting <br /> <br /> <br />no place today, as for instance in the Colorado-Vlyoming case, it <br /> <br /> <br />seemed to me that the possibility of getting together and in cooper- <br /> <br /> <br />ation on these things was certainly well Horth considering, And <br /> <br /> <br />here 1,16 have this great river, It drains area in seven states and <br /> <br /> <br />then runs for some distance through Mexico; it seems to me that the <br /> <br /> <br />cooperative plan is entirely the proper one and if ue have the right <br /> <br /> <br />spirit in this Commission He can go a long "ay towards solving the <br /> <br /> <br />vexatious problems that Hill otherVTise be very difficult to solve <br /> <br /> <br />and will no doubt take years to overcome. <br /> <br /> <br />Hr. That was not a formal compact Com- <br />mission, It 'Was more in the nature of an agreement bet,18en the <br /> <br /> <br />Department of the Interior upon the one hand and the State of WYom- <br /> <br /> <br />ing on the other in the matter of the policy and plan, but it may be <br /> <br /> <br />truly said that Wyoming is largely the pioneer in that quarter, as in <br /> <br /> <br />many other respects in our western reclamation. <br /> <br /> <br />Secretary Hoover (Chairman). I think Mr. Emerson has struck one <br /> <br /> <br />of the fundamentals of the Commission's work and that is that He <br /> <br /> <br />should have a presentation of the claims of each state.
