In 1915 we had a <br /> <br /> <br />cooperat{ve investigation between the State and the Reclamation <br /> <br /> <br />Service as to the possibilities upon the Green. The report found it. <br /> <br /> <br />was possible for development to the extent of one million and twenty- <br /> <br /> <br />five thousand of aeres. In 1918 a report was made by an Engineer of <br /> <br /> <br />the Reclamation Service; this report found there were three hundred <br /> <br /> <br />and forty thousand irrigable acres. There is quite a difference <br /> <br /> <br />between three hundred and forty thousand and over a million, That <br /> <br /> <br />one point will sho1.1 the necessity of a uniforlll system of analysis. <br /> <br /> <br />I believe, D1)'self, that each state, through its Engineer or <br /> <br /> <br />through its Commissioner, should present to the Commission what it <br /> <br /> <br />thinks of the possibilities for the future as well as what rights <br /> <br /> <br />have been established in the past. That ,Iill be necessary. We must <br /> <br /> <br />have those facts Hhich Mr. Carpenter states are needed as a basis to <br /> <br /> <br />work from, <br /> <br /> <br />Fortunately the development of such;projects as the Boulder <br /> <br /> <br />Canyon Reservoir are desirable in the in~erests of the upper states <br /> <br /> <br />almost as much as in the lOHer states for by the storage of flood <br /> <br /> <br />water of that streUlll we will have the use of water in the upper <br /> <br /> <br />states during the latter part of the irrigation season that would <br /> <br /> <br />otherwise interfere ,lith priorities on the lower river, so that in <br /> <br /> <br />the consideratien of the protection of water supplies it is very <br /> <br /> <br />desirable for the construction of a very~great conservator of water. <br /> <br /> <br />I agree with the other gentlemen that whoever is here who has <br /> <br /> <br />something to present to the Commission should be given the opportunity <br /> <br /> <br />of expression before we go into the work: as a Commission. <br /> <br />Jo <br /> <br />" <br /> <br />.. <br /> <br />.: .. <br /> <br />.,- <br /> <br />:..;;. <br />
