In that report VIe incorporated some <br /> <br />phraseology like this: "that the time has come Vlhen navigation inter- <br /> <br />ests should be subsorvient to irrigation interests, irrigation being <br /> <br />by far the most important". I doubt if vIe have a Congressman who <br /> <br />would for a moment question the soundness of that statement. It <br /> <br />applies in full force to the Colorado River. Indeed Congress has <br /> <br />already practically consented to such a policy in that it gave con- <br /> <br />sent to the construction of the Laguma Dam.
