<br /> <br />.. <br /> <br />. <br /> <br />", <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />23 <br /> <br />The Colorado River is, in a measure, in the same category as the <br /> <br />Sacramento River as to navigation and Congressional interest, <br /> <br />The Sacramento River is classed as a navigable stream and is <br /> <br />navigable for a portion of. each season for many miles above Sacramento <br /> <br />City. <br /> <br />A few years ago, Vlorking in cooperation with the Reclamation <br /> <br />Service, it was my privilege to help outline and make a report upon <br /> <br />the Iron Canyon project. In that report VIe incorporated some <br /> <br />phraseology like this: "that the time has come Vlhen navigation inter- <br /> <br />ests should be subsorvient to irrigation interests, irrigation being <br /> <br />by far the most important". I doubt if vIe have a Congressman who <br /> <br />would for a moment question the soundness of that statement. It <br /> <br />applies in full force to the Colorado River. Indeed Congress has <br /> <br />already practically consented to such a policy in that it gave con- <br /> <br />sent to the construction of the Laguma Dam. I am looking to Mr, A, <br /> <br />P, Davis and the Reclamation Service for an outline of procedure as <br /> <br />to construction and I do not believe we will be disappointed. <br /> <br />Secretary Hoover (Chairman), Vie Vlould like to hear from Mr, <br /> <br />Emerson. <br /> <br />STATEHEJlT OF MR. One stone will land in the drain- <br /> <br />age that Vlill go into the Pacific Ocean by Vlay of the Columbia.VIater <br /> <br />Shed; another will fall in1,aters that will empty into the Vussissippi <br /> <br />and land in the Gulf; and the third would land in the drainage area <br /> <br />of the Colorado River. <br />
