Mr. Chairman and Gentlemen: As the first speaker, <br /> <br />Mr, Carpenter, made his remarks, I was reminded that he represents a <br /> <br />state containing the highest of the lands within the basin and I <br /> <br />represent the state containing the lowest. Referring to the matter <br /> <br />of jealousy on the part of Congress, referred to by Mr. Carpenter, <br /> <br />. <br /> <br />I do not apprehend any reason for exciting any such feeling; Congress <br /> <br />. <br /> <br />has, in my mind, a very vital interest in this tremendous national <br /> <br />asset. It has an interest first, because we yet have public lands <br /> <br />in the Southwest which may be very greatly benefited by the applica- <br /> <br />tion of the waters of the Colorado River, Your remark, Hr. Chairman, <br /> <br />was quite apropos Vlhen you stated that there is not enough Vlater for <br /> <br />all unless it is conserved, <br /> <br />The State of California, although having the smallest amount of <br /> <br />. <br /> <br />land Vlithin the Basin, has the largest present monetary interest in <br /> <br />the Colorado River because of the very great and valuable develop- <br /> <br />. <br /> <br />ment in the Irnperial Valley. Vie have already experienced a defic1ency <br /> <br />of water during the irrigation season. <br />Plans--Mr, Chairman__California has nothing definite. <br /> <br />. <br />
