I believe, Mr. Chairman, that most of the members of the <br /> <br /> <br />Commission present have given the subject mature thought, but I <br /> <br /> <br />suppose that fe,[ of you have thought out a definite program or pro- <br /> <br /> <br />cedure because we have felt that it would be presumptive upon our <br /> <br /> <br />part, standing apart as we have, awaiting the final organization of <br /> <br /> <br />the Commission, to attempt--any one of us--at least to foreclose <br /> <br /> <br />that subject, but to leave that to develop at the time of the first <br /> <br /> <br />meeting. <br /> <br /> <br />Y~y I suggest this: I am advised that various people--feeling <br /> <br /> <br />that they have information that may be of value--have made a pilgrimage <br /> <br /> <br />to Washington, and for my o,m part I feel that the first duty <br /> <br /> <br />of this Commission should be to hear without further delay what these <br /> <br /> <br />people have to tell us in order that they may say their say and be on <br /> <br /> <br />their respective ways. They have made a long pilgrimage, and for us <br /> <br /> <br />to introduce matters which we can introduce more expeditiously after <br /> <br /> <br />we have become better acquainted and the Commission begins to function <br /> <br /> <br />would simply be to delay these people "ho have come this long dis- <br /> <br /> <br />tance to present their matters. I feel that it would be unfortunate <br /> <br /> <br />for me to continue my remarks, to take up the time which should <br /> <br /> <br />probably be devoted to those hearings which I have mentioned. <br /> <br /> <br />Secretary Hoover (Chairman). Hr. Carpenter has made a wise sug- <br /> <br /> <br />gestion. I think it also might be wise to hear from the other Com- <br /> <br /> <br />missioners shortly as to their views upon our program. I would like <br /> <br /> <br />to just make one side suggestion for thought as we go along. I <br /> <br /> <br />realize the great force of what Mr. Carpenter has stated as to the <br /> <br /> <br />limitation of the functions of this Commission and of ~he Ulldesira- <br />
