<br />The transportation of wat.~r f.rom Enders Reservoir through 52 mi les of Fj~er..ch-
<br />man Creek channel to the Culbert.son Diversion Darn created an erosioll problem
<br />that made it necessary to initiate a cOIltrol and stal:'.,jlization program in
<br />196~, Wllich is ~xpected to contirlue llntil 1978. The program Ilas restored
<br />private access I }Jrot8cted pl-ivote and public lmproverr.eri.ts, stabilized v.J.rious
<br />reaches of channel banks, and reduced sediment from the flow in the Culbert.son
<br />Canal and the stream at -:':'he Culbertson Diversion Dam.

<br />'J.1he Culbertson Callal and tlle Culbertson Extension Canal systems serve 9/600
<br />acres in the FreEchman Valley Irrigation District and 11,500 acres in the
<br />H & RW Irrigation District. The wate.l'::" supply for .these lands is fu!:'ni shed
<br />by flows from Frenchman Creek and Stinking Water Creek and off-season storage
<br />in Enders Reservoir.

<br />The annual precipit-3tior. at Enders Da.m vIas 98 percent of normal, \oJhile the
<br />annlJal inflow int.o Enders ResE.rvoir Has between the normal and dry-ye.ar
<br />forecasts. Thp 1975 illflow 6f about 38,300 acre-feet is significantly beJ.ow
<br />the average pre-construction historical runoff at Enders damsite (60,700
<br />acre-feet, 1929-1947). This is the eighth consecutive year with below-normal
<br />inflows. The conservation pool was not filled during 1975. A totdl of 3,243
<br />acre-f8et was cDllserved by pumpback of seepage into the resel.:"Voir be1:ween the
<br />1974 and 1975 ir~'i'Jation seasons. Irrigation releases were ~;topped the 28th
<br />of ]1.UCjIlSt wi th 1,800 acre- feet of active storage remaining.
<br />
<br />The farm delivery averaged about 14.6 inches per acre for the two distr:icts.
<br />A few farmers \'lere .Jble to supplement their project water: supply from private
<br />irrigation wells. The Frenchman ValJ.ey Irrigation District reports that
<br />9,060 acres received .....ater in 19./5, and H & Rv/ reports 11,J2'1 acres, which
<br />are 94 and 9'; percent, rc::.;pectively, of the lands with service available.
<br />The gross crop values for Frenchman Va.lley Irrigation District WdS $2,414,596,
<br />and for H & RW, $2,723,421, which are a 21- and 32-percent decrease, ~-espec-
<br />tiv~ly, from the previous year..

<br />The fall and early winter inflows into Enders Reservoir were about midway be-
<br />tween normal and dry-year forecasts. If dry-year conditions prevail, the
<br />project wat.er supply is expected to b~ inadequate t.o irrigate 9,000 acres in
