<br />f-" <br />i=:::> <br />,::J <br />c-".) <br /> <br />Public Law 92-500 provides for water quality standards for <br />receiving waters, and Public Law 93-320 authorized construc- <br />tion of four salinity control units and studies of twelve <br />additional units. <br /> <br />In Public Law 93-320, the Secretary of the Interior was <br />directed to implement the salinity control policy adopted on <br />April 26-27, 1972, for the Colorado River in the "Conclusions <br />and Recommendations" published in the Proceedings of the <br />Reconvened Seventh Session of the Conference in the Matter of <br />Pollution of the Interstate Waters of the Colorado River and <br />Its Tributaries in the States of California, Colorado, Utah, <br />Arizona. Nevada, New Mexico, and Wyoming. <br /> <br />A salinity policy was adopted for the Colorado <br />River system that would have as its objective the <br />maintenance of salinity concentrations at or below <br />levels presently found in the lower main stem. In <br />implementing the salinity policy objective for the <br />Colorado River system, the salinity problem must <br />be treated as a basinwide problem that needs to be <br />solved to maintain Lower Basin water salinity at <br />or below present levels while the Upper Basin <br />continues to develop its compact-apportioned <br />waters. <br /> <br />This policy was approved by the EPA (Enviromental Protection <br />Agency) on June 9, 1972. The Administrator of the EPA and <br />the Secretary of Agriculture were directed to cooperate and <br />coordinate their activities with the Secretary of the <br />Interior to effectively carry out the objectives of the <br />program. <br /> <br />Public Law 98-569 was signed into law on October 30, 1984, <br />and amends Public Law 93-320. This legislation modifies the <br />original salinity control program by authorizing construc- <br />tion of additional units and directs the Secretary of <br />Agriculture to establish a major voluntary onfarm coopera- <br />tive salinity control program. <br /> <br />Participants <br /> <br />Reclamation was delegated the coordinating role for the <br />Secretary of the Interior; and the Chief, Colorado River Water <br />Quality Office, was appointed the designated salinity control <br />liaison officer for Interior. As liaison officer, he coor- <br />dinates the overall salinity control program with USDA <br />(Department of Agriculture), EPA, the Colorado River Basin <br />salinity Control Advisory Council, and the Forum (Colorado <br />River Basin Salinity Control Forum). <br /> <br />9 <br />
