Work will continue through the win- <br /> <br />ter months in the underground powerplant, excavation of the stilling basin <br /> <br />area, and placement of the steel penstocks in the tunnels leading to the <br /> <br />powerplant. <br /> <br />On the Silt Project the contractor has substantially completed the <br /> <br />embankment for Rifle Gap Dam. Clearing work is underway and closure of <br /> <br />the outlet works is scheduled before the end of November. The contractor <br /> <br />is expected to concentrate on resloping the relocated highway cuts and <br /> <br />repairing sections of roadway damaged by slides. The bituminous surfac- <br /> <br />ing of the highway will be performed next spring. <br /> <br /> <br />-/; Construction work has been finished for Silt Pump Canal, Dry Elk <br /> <br />Valley Lateral,and the Grass Valley Canal Rehabilitation. The contractor <br /> <br />for Davie Ditch is expected to complete earthlining operations early in <br /> <br />the spring. All concrete work has been finished and pumping equipment <br /> <br />installed in the Silt Pumping Plant. Testing of this facility is expected <br /> <br />to be cumpleted during December. <br /> <br />On October 4, Johnson and Blattner Construction Company of Minnesota <br /> <br />was awarded the contract to build Silver Jack Dam, Bostwick Park Project. <br /> <br />Trees and other vegetation have been stripped from the abutments, and <br /> <br />Cimarron Creek has been rechanneled along the left abutment. The con- <br /> <br />tractor suspended operations for the winter on November 19. <br /> <br />The water supply situation, with particular reference to storage <br /> <br />levels attained in the major storage unit reservoirs, is of considerable <br /> <br />interest and concern to all of the people of the Upper Basin States. A <br /> <br />brief summary of those circumstances is appropriate. <br /> <br />2 <br />
