Enactment of the Pater Resources Planning Act of l~~: <br />eliminated the Federal Inter-Agency COIIIlIIittee on Fater ::eaourcea and <br />placed the MBIAC under the direction of the Water Reaources Councel. <br />During the intervening period the MBIAC transmitted to the Heter Re:;'J\' :eca <br />Council a draft of a revised charter. Ul1der date of July 24, IS7~, Du" <br />Maughan, Director, Water Resources Council, responded to the proposed <br />draft of the charter in "hich substential revisions Here made. The <br />principal changes concerned the responsibilities of the Committee. <br /> <br />As a result of Committee action on December 10, I transmitted the <br />attached letter to Mr. Maughan under date of February I, 1971. Lttac~ed <br />is a copy ~f Mr. Maughan's reply under date of March 4, 1971. <br /> <br />It should be noted that the Water Resources Council concurred in the <br />recommendation relative to State members of the Committee. The Council <br />alao approved item 2 "hich concerns responsibilities of the CGn~ittee <br />relative to comprehensive studies. Il1cluding this suggested revision, <br />the basic responsibilities of the Comnittee as related to Hater resources <br />development would be as follo\rn: <br /> <br />1. Collection and interpretation of basic data. <br />2. Investigation and plannil1g of ,mtar and related land projects ane <br />pregrams including maintaining and updating the Missouri Rive~ <br />Basin comprehensive study. <br />3. Programming (inc1udin3 scheduling) of ~ater and related land <br />resources construction and development. <br />
