C. 20005 <br /> <br />Dear Mr. Maughan: <br /> <br />Reference is made to your letter of November 4, 1970, concerning the <br />Missouri Basin Inter-Agency Committee charter. Following are the views <br />and actions of MBIAC relating to charter revisions as expressed at the <br />163rd meeting in Bismarck. North Dakota, December 10. 1970. <br /> <br />The Committee is in agreement that formal adoption of a revised charter <br />should await Council decision on representation and participation by those <br />agencies recently transferred from member Departments to the Environmental <br />Protection Agency and the National Oceanic and Atmospheric Administration. <br /> <br />The Committee requests the inclusion of specific mention of responsibility <br />for maintaining and updating the Missouri Basin Comprehensive Study as <br />worded under item 5(b)(2) of the original Committee draft as follows: <br />"Prepare and keep up to date a comprehensive coordinated joint plan for <br />Federal, State, Interstate, local and governmental development and manage- <br />ment of water and related land resources." This statement together with <br />the general language proposed in the Council staff draft will serve to <br />clarify and continue this most important Committee function, as well as <br />establish flexibility in determining future activities. <br /> <br />The State members request that item 3(c), page 3 of the draft of the <br />charter, be changed as follows: '~e State members of the Committee shall <br />be the Governors, their designated representatives or designees as speci- <br />fied by State law. <br /> <br />The MBIAC trusts that composition of the membership will be resolved in <br />the near future and that the specific request of the Committee and the <br />request by the States will be acceptable. <br /> <br />Sincerel y yours, <br /> <br /> <br />H~~g!~;{ <br /> <br />Chairman, MBIAC, FY 1971 <br /> <br />cc: MBIAC Members and Alternates <br />Roger Fraru<e, Minnesota <br />
