Committee is reconstituted to be comprised of representatives of each of
the following Federal agencies and States which elect to participate:
the Departments of Agriculture; Army; Commerce; Health, Education, and
Welfare; Housing and Urban Development; Interior; and Transportation;
Environmental Protection Agency; Federal Power Commission; and the
States of Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska,
North Dakota, South Dakota, and Wyoming.

(b) The Federal members of the Committee shall be designated
by the heads of the Federal agency they are to represent and shall
preferably be resident in the area.

(c) The State members of the Committee shall be the Governors,
their designated representatives, or designees as specified by State law.

Committee in accordance with their respective responsibilities and
interests, and with the intent of the Water Resources Planning Act of
1965, Public Law 89-80.

Act.

(g) When appropriate, other Federal, State, public, and
private agencies will be asked to participate in Committee meetings and

work of the Committee may be coordinated with the related work of all
interests.

(h) A Chairman shall be elected annually from and by the
members of the Committee. Except by unanimous consent the Chairman
shall not succeed himself.

The Federal agency or State which provides the Chairman
provide the Secretary for the Committee and the necessary
support incident to his tenure.

(j) The Committee shall have such additional staff assistants
as the Federal agencies of States may, upon request, assign to it.

4. METHOD OF OPERATION

(a) Meetings will be held as often as required, in times and
places appropriate to the agenda and normally at intervals of not more
than two to three months. Meetings normally will be open to the public
and the press. Special executive sessions of the committee may be held
