<br />P' <br /> <br />. OOH2G <br />., <br /> <br />CHARTER <br />for <br />MISSOURI BASIN INTER-AGENCY COMMITTEE <br />(March 1971 Revision) <br /> <br />1. INTRODUCTION - The Water Resources Planning Act of July 22, 1965, <br />79 Stat. 244, 42 U,S.C. ~ 1962 (1965), provided: "In order to meet the <br />rapidly expanding demands for water throughout the Nation, it is hereby <br />declared to be the policy of the Congress to encourage the conservation, <br />development, and utilization of water and related land resources of the <br />United States on a comprehensive and coordinated basis by the Federal <br />Government, States, localities, and private enterprise with the coopera- <br />tion of all affected Federal agencies, States, local governments, <br />individuals, corporations, bus iness enterprises, and others concerned. II <br /> <br />Chapter VI of Title 18 of the Code of Federal Regulations, 19 Fed. <br />Reg. 14716 (1966), explains the organization structure and procedures <br />to be followed in administering the Water Resources Planning Act. <br />Chapter VI provides that the Council may establish or continue already <br />established regional committees to carry out assigned functions at field <br />level. The existing committees as of that date included the Missouri <br />Basin Inter-Agency Committee. <br /> <br />On April 10, 1966, the President of the United States instructed <br />the Chairman of the Water Resources Council to place Subcommittees and <br />Field Committees, which had been operated under the Inter-Agency Committee <br />on Water Resources, under the aegis of the Water Resources Council. <br /> <br />On April 27, 1966, the Executive Director of the Water Resources <br />Council advised Field Committees and Subcommittees of the Inter-Agency <br />Committee on Water Resources to function in accordance with their present <br />charters. He further advised that copies of minutes of meetings and <br />records of other actions should be sent to the Council. <br /> <br />The Missouri Basin Inter-Agency Committee was established by resolu- <br />tion of the Federal Inter-Agency River Basin Committee March 29, 1945~ <br />The charter was revised by the Inter-Agency Committee on Water Resources <br />November 16, 1954. <br /> <br />2. PURPOSE - In order to facilitate progress in the program of <br />water and related land resources, it is the purpose of this charter to <br />provide in the Missouri Basin Region policies, programs, and activities <br />of the Federal agencies and States located wholly or partially within <br />the Missouri Basin Region, in the field of water and related land <br />resources investigations, planning, construction, operation, and manage- <br />ment of water and related land resources development. <br /> <br />3.
