<br />BUSINESS SESSION <br /> <br />questions regarding total dissolved solids, chloride, sulfates and sodium are lacking or are <br />based on factors that are not yet well-defined. In respect of this recognition the States agree <br />that pending the development of acceptable answers to enable the setting of criteria for total <br />dissolved solids, chlorides, sulfates and sodium for the interstate waters of the Colorado River <br />System, such criteria should be stated in qualitative terms. At the same time, it is agreed that <br />all identifiable sources of water pollution will be managed and controlled to the maximum de- <br />gree practicable with available technology in order to provide water quality suitable for pres- <br />ent and potential future uses of the System's interstate waters," and <br /> <br />WHEREAS, in August 1967 the Regional Director of the Federal Water Pollution Control Ad- <br />ministration stated in letters to the Colorado River Basin states that specific numerical criteria for to- <br />tal dissolved solids will be required for the Colorado River System, based upon an upper limit of 1000 <br />mgII at Imperial Dam, and <br /> <br />WHEREAS, no new information of significant importance has been developed since the States <br />formulated their guidelines of January 13, 1967. Although the Federal Water Pollution Control Ad- <br />ministration and its predecessor, the Public Health Service, have conducted studies of the water qual- <br />ity of the Colorado River System for the past several years, no report on the results has been forth- <br />coming. The States of the Colorado River Basin should have the benefit of these studies before they <br />are required to set numerical limits on total dissolved solids, chlorides, sulfates and sodium, and <br /> <br />WHEREAS, at a meeting on November 15, 1967 to consider the suggested standard of 1000 <br />mg/I the conferees of the seven States unanimously agreed that it is not appropriate for the Basin <br />States or the Secretary of the Interior to set numerical salinity standards until after completion and <br />consideration of the water quality studies now underway by the Federal Water Pollution Control A- <br />gency and the Bureau of Reclamation. <br /> <br />Now, therefore, be it resolved that the Colorado River Water Users Association urges the Secretary of <br />the Interior to expedite completion of the studies of the water quality of the Colorado River System <br />and to presently accept the water quality standards of the seven Colorado River Basin States until <br />such studies have been completed and accepted. <br /> <br />-49- <br /> <br />
