Colorado Water Resources Management: Dam SafetylFloodplain
Management, and

12. Colorado Water Resources Management: Socio-Economic Evaluations,

Based on the prioritized list of needs, three major scenario's were developed.
that were judged to include most of the required CRDSS components.These
were: "Annual Operations Planning", "Entitlement Analysis and "Near Real
Time Water Rights Adminisrration",

Staff from the CWCB and DWR actively panicipated in the creation of the
scenarios.The complete scenario's are presented in Appendix B, Tables B-2
through B-4.

The results from this inventory of needs were used throughout the remainder of
the study as a touchstone against which all system specifications were
evaluated.

Evaluation of Models and Procedures

The next step in the study was to inventory existing and new models that will
be needed by the CRDSS, An opportunity was recognized to leverage the
existing application discipline models within the various departments into a
more integrated cohesive system. Based on the inventory. costs were then
estimated, in later tasks. for the integration and extension of existing models
and development of new ones.

The model evaluation !ask was based on the results from the needs analysis
and scenarios that were developed in Task 1. With the assistance of the Co-
project Management Team. CWCB staff. and DWR staff, nine modeling
categories were identified from the scenarios:

. River Basin Simulation;

.

Water Rights Operation Modeling;
Flow Partitioning/Accounting;
Consumptive Use Modeling;
Water Rights Planning Modeling;
Replacement Reservoir Operations Modeling;
River Flow Forecasting Modeling;
DemarrdForecast Operations Modeling;
Stochastic Flow Generation Modeling.

.

.

.

.

.

.

.

Scenarios

Model Categories

DAMES& MOORE/CADSWES- t3
