Presented are the major needs followed by more detailed
examples of common problems in the form of scenarios. The existing
procedures and available models are then presented followed by an analysis of
data needs. Based on the user scenarios a set of functional requirements for
generic models is presented.

Definition of Needs

Problem centered design focuses on users' needs for information as well as on
how this information is employed by users in solving problems, An inventory
of user needs is thus an essential aspect of system design.

For CRDSS needs were inventoried in two ways, First. needs were collected
and inventoried during a series of meetings with potential user groups such as
the CWCB sraff. the State Engineer's Office staff. West Slope water users, and
the CRDSS Advisory Committee (refer to Appendix A for meeting dates),
Also. questionnaires were distributed among West Slope and Front Range
water users. The responses from both sources were then assimilated into an
inventory containing over 90 unique types of needs.

From these "raw" and individual needs. in cooperation with the project Co-
management team and the CRDSS Advisory Committee, 4 groups of need
types subdivided into a total of 12 need categories were derived (Appendix B.
Table B- I). These were then put in the following order of priority (highest
priority first).

1. Interstate Compact Policy Analysis: Annual Operations Planning,

2.
