This document <br />was presented to the GCES Executive Review Committee at the February 9. <br />1990. meeting and has been forwarded to the Western Area Power Administration <br />(Western) for the economic impact assessment. <br /> <br />The Executive Review Committee directed us to move forward with the development <br />of the specific study plans necessary to implement this program. The <br />final decision on the research flow program rests with Roland Robinson. <br />Regional Director for the Upper Colorado Region, Bureau of Reclamation. <br />Roland will make his determination on three primary factors: (1) the <br />recommendations of the Executive Review Committee; (2) the ability of <br />the Environmental Impact Statement and GCES program goals to be met; <br />and. (3) the economic impact assessment by Western. That decision should <br />be made by mid-March. <br /> <br />We have already contacted those of you associated with the major scientific <br />portions of this work to begin development of the specific study plans <br />necessary to implement this flow package. At the March 8 & 9. 1990. <br />GCES Technical Team meetings we will be discussing the overall scientific <br />program development and study design efforts. Please bring this document <br />with you for reference. <br /> <br />Please coordinate any questions or comments that you may have on this <br />document through the GCES Program Office, (801) 524-3097.
