<br />~.:> <br />cD <br />..-I <br />o <br />'-":) <br /> <br />"~ <br /> <br />Chapter I <br /> <br />INTRODUCTION <br /> <br />Participatina Oraanizations <br /> <br />Palisade Irriaation District <br /> <br />The palisade Irrigation District (PID) system is located in the northeast <br />portion of the Grand Valley and delivers water through the Price Ditch <br />(initial capacity of about 70 cubic feet per second (cfs)) and through <br />carriage rights in the Government Highline Canal (see Frontispiece). The <br />PID serves approximately 4,250 acres of land north of the Grand Valley <br />Mainline Canal between palisade and Grand Junction. The system consists of <br />the 9.l-mile-long Price Ditch which delivers water to 109 privately owned <br />laterals. There are 61 miles of laterals from the Price Ditch serving <br />3,350 acres of land. Seventy-three direct turnouts from the Price Ditch <br />serve an additional 340 acres of land. Additionally, 9.9 miles of laterals <br />from the East End Government Highline Canal serve 560 acres of the <br />district's lands. <br /> <br />Mesa Count v Irriaation District <br /> <br />The Mesa County Irrigation District (MCID) system is also located in the <br />northeast portion of the Grand Valley and delivers water through the Stubb <br />Ditch (initial capacity of about 20 cfs) and through carriage rights in the <br />Government Highline Canal (see Frontispiece). The MelD serves <br />approximately 2,280 acres of land north of the Price Ditch and south of the <br />Stubb Ditch between Palisade and Grand Junction. The system consists of <br />the 10.2-mile-long Stubb Ditch which delivers water to 78 privately owned <br />laterals. There are 7 miles of laterals from the Stubb Ditch serving 480 <br />acres of land. Eighty-five direct turnouts from the ditch serve an <br />additional 420 acres. The Government Highline Canal delivers water to 15.5 <br />miles of Mero laterals and 15 direct turnouts serving an additional 1,380 <br />acres of the district's lands. <br /> <br />Water for both irrigation districts is carried in the Government Highline <br />Canal through the outlet of Tunnel No.3. At that point, about 60 cfs is <br />dropped through a hydraulic pump into PID's Price Ditch to the south of the <br />East End Government Highline Canal. The pump lifts water into the Stubb <br />Ditch which lies to the north of the East End Government Highline Canal. <br />Approximately 22 cfs of MCID water and 20 cfs of PID water stays in the <br />East End Government Highline Canal to serve district lands south of the <br />government canal. <br /> <br />As part of the recommended plan in the FEIS, 3 miles of the Stubb Ditch <br />laterals, 30 miles of the Price Ditch laterals, and 22 miles of laterals <br />from the East End Government Highline Canal would be placed in pipe <br />beginning in September 1990. <br /> <br />Grand Valley Water Users Association <br /> <br />The Grand Valley Water Users Association (GVWUA) operates and maintains the <br />government owned Grand Valley Project (Project). The Grand Valley Project <br />works include a diversion dam and a canal and lateral system. Water is <br />diverted from the Colorado River into the Government Highline Canal at the <br /> <br />3 <br />
