NOW, THEREFORE, BE IT RESOLVED by the Missouri
Basin Inter-Agency Con@ittee assembled at Jackson Lake,
Wyoming, for its 153rd meeting that it recommends and
respectfully urges the Water Resources Council to
recon~end to the Congress of the United States that
the Army Corps of Engineers be authorized and directed
to construct and assume, at Federal expense, the oper-
ation and maintenance of any additional structures
needed to stabilize the banks of the aforesaid segment
of the }tissouri River,

under which comprehensive planning was being carried on in the
United States, and under which comprehensive planning might continue
in the Missouri Basin,

Mr. Conaway suhmitted to the COlluuittee a draft of the Annual
Programming Report for the current year subject to editorial changes.
The Conmlittee voted to accept the draft subject to necessary editorial
changes.

The Chairman referred to the resolution submitted by the State
of North Dakota upon which action had been deferred at the last
meeting of the Cou~ittee, He advised that he had requested guidance
from the Water Resources Council in this matter; that the reply had
been received from the Office of the Water Resources Council and had
been submi tted to the Comi t tee members.

lIe then recognized Mr. Grindberg who submitted revised language
for the resolution. Mr, Grindberg submitted the following language
for the "be it resolved" clause:

He movcod that thco original resolution be amended to contain the
.language used in the revised copy. This resolution was seconded and
passed by the Committee,

After considerable discussion of the amended resolution, the
Committee seemed to be in agreement that the motion in its present
form referred to a minor portion of a much larger problem and
although it was in sympathy with !':orth Dakota, the members felt that
the resolution should be redrafted to more thoroughly encompass
national policy. With this in mind the resolution failed to pass on
the. voice vote..

After considerable discussion of the Committee's further role
in this matter, Mr. Fairchild of Nebraska moved that the Chairman
be instructed to draft, for the approval of the Committee, corres-
po~dence to the Water Resources Council outlining the entire problem
