<br />The 153rd meeting of the M13IAC was hos ted by the S ta te of
<br />Wyoming and I,as held in Jackson Lake Lodge, Grand Teton National
<br />Park, June 27 and 28. A summary of the agenda item~ follows.

<br />Water Quality Standards and Current Policy Issues

<br />Mr. Nax N. Edl,ards, Assistant Secretary of Interior for Water
<br />Pollution Control, advised the Committee that although it had taken
<br />many years, a national consci.cnce had finally developed against the
<br />pollution of water, air, and land. The Watcr Quality Act of 1965,
<br />he said, was an expression of the Nation's determination to restore)
<br />maintain, and preserve the economic and social utility and value of
<br />our I,'aters. The Act was passed I,ithout a single dissenting vote.
<br />Its purpose is to "enhance thco quality and value of our I,ater
<br />resources and to establish a national policy for the prevcntion,
<br />control, and abatement of water pollution." Mr. Edwards pointed out
<br />that the States under the law had the exclusive first right to estab-
<br />lish and adopt standards and if they failed to do so I,ithin a specified
<br />period of time, the Secretary of the Interior is recluired by 1m, in
<br />compliance with the Act to establish standards after meeting certain
<br />procedural requirements maintained to allol' full presentation of
<br />differing views. All the States and jurisdictions submitted lcotters
<br />of intent signifying that they I<ould adopt I'later quality criteria
<br />and formulate a plan for implementation and enforcement before
<br />June 30, 1967, and all of them have followed through.

<br />Mr. Edwards said that for 21 of the 38 standards approved to
<br />date, the Secretary of the Interior had indicated that there were
<br />some aspects of the standards as submitted for which he could not
<br />make an adequate determination and he was deferring approval of such
<br />aspects pending the development of more acceptable values. For 23
<br />of the 38 approved standards the Secretary has asked that the States
<br />insert in their ~standards a" provision to enable them to Pl'otect
<br />unjustifiable degradation of their high-quality waters where quality
<br />is higher than that specified in the standards. Mr. Edl,ards explained
<br />that this request by the Secretary has generated some controversy and
<br />it has become knQ1;V'n as the "degradation issue .11

<br />Mr. EdHards noted tha t the antidegrada tion provision is the
<br />subject of great concern bccause it is a subject that is greatly
<br />misunderstood. He pointed out that the antidegradation standard
<br />concerns those streams that havc not suffered the pollution fate
<br />of others. The ques tion is "Do we le t them suffer the same fa te
<br />or do He resolve to apply the best preventive measures which are
<br />now at hand?H
