Gray, Chairman of the Souris-Red-Rainy River Basins <br />Commission, advised the Connnittee that river basin commissions are <br />being created in major river basins as a result of recon~endations <br />made by the Senate Select Connnittee of 1963, which. led to the passage <br />of the Water Resources Planning Act of 1965. <br /> <br />~:>:'."'~ -..~.: I <br />;;~:':f~~~;;!:~} <br />;""""". . <br />.~.;ii' ',:. :': .... I <br />..;.... <br /> <br />. <br /> <br />He expressed his appreciation for being able to draw upon the <br />experience of the Missouri Basin Inter-Agency Corrmittee during the <br />formation of the Souris-Red-Rainy River Basins Commission. The <br />Souris-Red-Rainy River Basins Commission is composed of the States <br />of Minnesota, North Dakota, and South Dakota, together with eight <br />Federal agencies. An area 'of 60,000 square miles is involved in the <br />Commission's region. Organization of the Souris-Red-Rainy River <br />Basins Commission "as completed during the first five months of 1967. <br />Mr. Gray stressed effort of the Comnission members to enlist the par- <br />ticipation of interested persons from the private sector in the <br />Souris-Red-Rainy Basins area. Evans, Forest Supervisor of Custer <br />National Forest, Billings, Montana, pointed out that the National <br />Forest System included 19 national grasslands totaling about 4 <br />million acres in the WesteLn States. Three such grassland areas are <br />located in North Dakota. They are managed by the Forest Service <br />with the dual purpose of improving the physical capabilities of the <br />land and fostering economic opportunities for people dependent upon <br />'the land.
