The State of North Dakota hosted the 152nd meeting of the
Committee "hich ",as held in the Erling Room of the Holiday Inn Motel
in Bismarck, North Dakota, during the afternoon of March 13 and the
forenoon of March 14. Agenda items are sunmarized below.

Report on the Souris-Red-Rainy River Basins Commission

Mr. Gordon K. Gray, Chairman of the Souris-Red-Rainy River Basins
Commission, advised the Connnittee that river basin commissions are
being created in major river basins as a result of recon~endations
made by the Senate Select Connnittee of 1963, which. led to the passage
of the Water Resources Planning Act of 1965.

He expressed his appreciation for being able to draw upon the
experience of the Missouri Basin Inter-Agency Corrmittee during the
formation of the Souris-Red-Rainy River Basins Commission. The
Souris-Red-Rainy River Basins Commission is composed of the States
of Minnesota, North Dakota, and South Dakota, together with eight
Federal agencies. An area 'of 60,000 square miles is involved in the
Commission's region. Organization of the Souris-Red-Rainy River
Basins Commission "as completed during the first five months of 1967.
Mr. Gray stressed effort of the Comnission members to enlist the par-
ticipation of interested persons from the private sector in the
Souris-Red-Rainy Basins area. Governor LeVander of Minnesota and
Governor Guy of North Dakota are providing advisory councils to
assist the river basin commission.

National Grasslands Management in the Missouri River Basin

Using colored slides }rr. Evans, Forest Supervisor of Custer
National Forest, Billings, Montana, pointed out that the National
Forest System included 19 national grasslands totaling about 4
million acres in the WesteLn States. Three such grassland areas are
located in North Dakota. They are managed by the Forest Service
with the dual purpose of improving the physical capabilities of the
land and fostering economic opportunities for people dependent upon
'the land. They are managed as demons tra tion areas, he said, and
25 percent of all receipts received by the Forest Service from the
national grasslands are returned to the counties for school and road
pULposes.
