It requires 35 separate urban renewal projects and <br />it is anticipated that the plan will generate private investments <br />in the valley of approximately $200 million. <br /> <br />Mr. Johnson indicated that although the people of Denver had <br />known for many years that Chatfield Dam was essential, it required <br />the 1965 flood to spark action necessary to secure its approval by <br />Congress. <br /> <br />Significant actions already have been started to implement the <br />South Platte River Redevelopment Plan. A new plant is under con- <br />struction on the riverbank between Almeda and Mississippi Avenues <br />in Denver; the Ruby Hill Park adjoining the Overland Golf Course <br />is well underway; and a valley site has been picked as the first <br />choice for the location of Metropolitan State College. <br /> <br />Financing Community Water and Waste Disposal Facilities <br /> <br />Mr. Denton E. Sprague, Association Loan Officer, Farmers Home <br />Administration, Washington, D. C., told the Committee that the <br />Farmers Home Administration has assisted organizations of farmers <br />and ranchers with the development of central community water systems <br />since 1937, when extreme drought conditions prompted the passage of <br />the Water Facilities Act to provide financial and technical assistance <br />in the 17 Western States. <br /> <br />The program was made nationwide in 1954. In 1961, it was <br />broadened to permit assistance to organizations serving all rural <br />residents, including farmers and nonfarmers alike.
