<br />Phase II, legal and Institutional Considerations, will provide for <br /> <br />an in-depth analysis of the legal and institutional considerations which have <br /> <br />governed and will govern the developmcnt, use, and management of the <br /> <br />water and rclated land resources. <br /> <br />Phase Ill, Plan Formulation, will involve the formulation of plans <br /> <br />to develop the future available surface and ground water supplies to meet <br /> <br />future needs. The plans that will eventually be proposed and recommended <br /> <br />will include provisions to fulfill the water needs of each area of the State <br /> <br />insofar as practicable. Water deficient areas will be defined and the <br /> <br />potentialities for augmenting the water supplies in these areas and the State <br /> <br />in its entirety will be analyzed. Alternative plans and proposals will be <br /> <br />investigated and evaluated. Proposals for improving the management and the <br /> <br />efficiency of existing systems and facilities will be examined. Ongoing plans <br /> <br />and programs of State, Federal, and local agencies will be analyzed to <br /> <br />determine their capability for meeting future water requirements, These <br /> <br />plans and programs will also be evaluated in terms of their principal <br /> <br />objectives and as to whether they can be reformulated to better satisfy the <br /> <br />needs of different objectives. <br /> <br />0366 <br />
