The matter is set for hearing at <br />2:00 p. m. on March 25, 1965. at Pueblo. .Mr. Beise advised the Board that <br />to this date no appearances or protests have been made by any persons and <br />that none are anticipated. However. should such deve16p, he will use his <br />best judgment as to how the matter should be haudled. The .proposed witnesses <br />used by the Distri.st will be Mr. Ogilvie and Mr. Boustead, \Yhl? will review <br />the events culminating in the execution of the repayment contract. He stated <br />that a decree had been prepared and transmitted to the Solicitor'.s office for <br />advance approval. <br /> <br />There was no <br /> <br />'port from the Education Committee. <br /> <br />There was no report from the Water Distribution Committee. <br /> <br />Mr. Boustead read a Letter from the United States Geological Survey pro- <br />posing an amendment of the contract between the Survey and our District <br />wherein each party thereto would contribute $2.400 in addition to the sums <br />presently obligated so that the total raised by each party would be $12,400 <br />or $24,800 total. Mr. Dilley and Mr. Christy questioned how the project <br />would operate and whether or not the expense was justified. Discussion fol- <br />lowed and on motion by Mr, Wagner, seconded by Mr. Shaw, the following <br />resolution was adopted: <br /> <br />RESOLVED, that the proposed U. S. G. S. Evaporation Loss Program <br />by means of test wells at an expense to the District of $2.400 be ap- <br />proved, provided the program be confined to the boundaries of the <br />District. <br /> <br />Engineering Committee - Mr. Nichols read a letter from the town of Coto- <br />paxi inquiring as to the availability of a cubic foot of water for the town and <br />his reply thereto. <br /> <br />The President recognized Mr. Drake of the Pueblo Water Board, Mr. Pat- <br />terson, Division Engineer, Mr. Jess Smith of the United States Forest <br />Service, and Mr. Ed Evans, AFL-OO. <br /> <br />The meeting was adj ourned for lunch and reconvened at the office. of the <br />District at 1:15 p. m, <br /> <br />The report of the legislative committee and river administration committee <br />was the next order of business. Mr. Boustead briefed the Board on the <br />legislative program stating that from a large number of bills and concepts <br />therein. all but five had been eliminated. The five basic concepts preserved <br />by proposed legislation in the House and Senate were the following: <br /> <br />1. That the State Engineer administer water resources of all kinds. <br /> <br />2. That the State Engi.neer be able to deny a well permit if injury <br />would follow. <br /> <br />3. That all water J ground or surface was public property. <br /> <br />4. That 000- tributary waters on the high plains be eleveloped and <br />administEred by local districts. <br /> <br />5. <br /> <br />That evaporation losses in reservoirs be charged to the reser- <br />voir in accordance with certain standards. <br /> <br />Mr. Boustead explained House Bill 1260, being the bill which would authorize <br /> <br />.'; , <br /> <br />. ... <br />..'....-- .. <br /> <br />..;"" <br /> <br />.. <br /> <br />.,. <br /> <br />:..;. <br /> <br />./. . <br /> <br />, <br /> <br />..' <br /> <br />'j.
