0[2187

- 2 -

'-

The work plan proposes a five-year program for the protection
of the watershed at an estimated total project cost of $270,573.
The Public Law 566 share of this cost will be $251,288. Funds from
other sources total $19,285 and include local funds plus funds
currently available under other Federal authority. In addition,
local interests will bear the entire cost of operation and
maintenance, which is estimated at $1,711 annually.

The proposed structural measures consist of two floodwater-
retarding structures, 2,000 lineal feet of diversion, and 1,234 lineal
feet of stream channel improvement to provide protection to vulnerable
areas from the project design flood. The floodwater-retarding
structures will have a total storage capacity of 363 acre-feet.
Of this total, 316 acre-feet will be used for floodwater-retarding
storage and 47 acre-feet for sediment storage. The total cost of
the structural measures is estimated at $265,403, of which the Public
Law 566 share will be $251,288 and the other or local share will be
$14,115.

The estimated cost of land treatment to be applied during the
project period is $5,170. The land treatment measures will be
operated and maintained by the landowners or operators of the farms
and ranches on which the measures are installed.

Average annual damages are estimated at $24,863 without the
project and $4,908 with the project installed. Average annual
benefits accruing to structural measures are estimated at $19,945.
The ratio of the average annual benefits from structural measures
($19,945) to the average annual cost of the structural measures ($11,069)
is 1.80 to 1.00.

The City of Trinidad will contract for construction of the
structural measures and will furnish personnel and funds for
administration of these contracts. The Colorado State Soil Conservation
Board will provide administrative assistance. Costs of land, ease-
ments, and rights-of-way will be provided from City funds. The
total estimated local share of the structural costs is $14,115.

>
