I believe that the committee, on <br />its own initiative, or any :Member of the Congress on his own initia- <br />tive, could submit an authorization bill that might contemplate some- <br />thing- in addit.ion to this or some subtrac!.ion from this. BuL thc thing <br />that is significant is that the Department. at this time supports this bill <br />with full recognition that nothing in this bill a.uthorizes work.beyond <br />this importa.tion of water as outlined in the bill. <br />Mr. SAUND.
