<br />nf"'l': ~I <br />,,0"'- <br />54 <br /> <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br /> <br />Mr. Chairman, I ha"e submitted two resolutions, as I stated in the <br />beginning, to this committee, one to study the salt content of the <br />Colorado River, which is Rothing new. I was just reading the text <br />of the Boulder Canyon Project AdjustmeRt Act of July 19,1935. In <br />that act $1,500,000 was diverted from the Colorado River fund to the <br />Colorado River development fund in order to make a study and it <br />says-- <br /> <br />including studies of quantity and quality of water and all related facets. <br />The people of southern California contributed that million aRd a <br />half. Since that time the people of southern California have cORtril>- <br />uted $7 million for the study of projects in the upper basin and the Sec- <br />retary of the Interior just a short while ago said-here are his words <br />"As SOOR as funds and circumstances permit" they will make these <br />studies as to the qualit.y of wat.er in the Colorado River. I cannot <br />understand, Mr. Chainuan, while the money was prodded as early as <br />1940 and the Department was directed again in 1956 in the Colorado <br />River storage project to make that study, why we have not. rer".ived <br />any report as to any sl.udies that have been made. I think that is ex- <br />tremely important. After all, this project is going t.o use water out <br />of the Colorado River Basin and we in the lower basin are definitely <br />interested in the qualitv of water which We receive. <br />I know Ron. Clair 'Enrrle, the forme,. chairman of t.his committee, <br />made a statement. in El Cent.ro, Calif., in which he said, "You people <br />are entitled to water which you can use." I know. Mr. Chairnlan. t.hat <br />yon a.nd my colleague from Colorado, .Tl1rlge Chenowet.h, and rri~'seIf <br />conducted studies in my district. for 2 days. IVe held exhaust.ive hear- <br />ings and yon were kind enough to go out in t.he fields find make per- <br />sonal observations of whate,'cr was being done in the a.rea. becfluRe of <br />the high salt. content. of the Colm"ado nfver wflter we ft'cci\'ed. <br />Mr. CHENOWETH. Will the gentlemaR yield! <br />Mr. SAUND. Yes. <br />Mr. CHENOWETH. It was not the salt content of the river water. <br />It was the salt content of the laRd which they were trying to get rid <br />of, as I recall. <br />Mr. SAUND. No. <br />Mr. CHENOWETH. They were using Colorado River water to wash <br />away the salt content of the land iR order to prod nee crops. <br />Mr. SAUND. With all due respect, I will say to my colleague from <br />Colorado, the purpose of that study was to study the salt content <br />of the Colorado River and its effects. <br />Me. CHENOWETH. Will the gentleman yield further! <br />Mr. SAUND. I am sorry. Mr. Chalrman, the members of this <br />committee are not going to be supplied with copies of those hearings <br />becaus" those hearings were never printed. <br />And then this year I int.rodueed a resolution requesting the ehnir- <br />man to make a study of the quantity of water amIlable III the Colo- <br />rado River. Any man wit.h commonsense will know that before you <br />cun dra.w water from R system it. is absolutely pertinent to find out <br />how much wn.tC',r there is and what kind of water there i~ for every- <br />body. Why has that not been possible! Why has it not been done 1 <br />Why is it not important-t.ho quantit.y and quality of water from <br />whieh we are going to drawl I do not like the way this project is <br /> <br />. <br />
