Thank you, Mr. Chairman. I want to thank you <br />and the chairman of Ihe full cOllUnittee, Mr. Aspinall, for setting these <br />hearin!!S today. I think the presence of this large number of witnesses <br />from Colorado, mostly from southeastern Colorado, and some from <br />the western slope, present.iRg a united froRt, as Mr. Aspinall men- <br />tioned, is indica!ire of the intense interest in this project among the <br />residents of the Arkansas Valley. <br />I join with tbe chairman of the full committee in eXJlressing the <br />hOJle that we will be able to obt.ain authorization of 1,lllS project at <br />thIS session of Congress. I feel in many ways we now have the best <br />bill we ba,'e ever submitted to this committee. The agreement that <br />has been reached between the east and west. slope brings us together <br />now so we. aTe able to present a united front so far as Colorado is <br />concenlCd. <br />Mr. ASPINALL. I am hopeful, but I am more hopeful <br />it will be in this Congress. <br />MI'. Cm:NOwF.TH. Yes. I am hopeful it will be this session, but at <br />least in this Congress. <br />Mr.A'PINALL. Mr. Chairman, and fellow members of the com- <br />mittee, I am happy to again appear in support of the bills before this <br />commHte.e. aut.horizing' the construction of the Fryingpan-Arkallsas <br />transmounta.in \\rater diversion project in Colorado. <br />This is the fift.h t.ime t.hat I have appeared before this committee in <br />support of this project. Hearin~s were held in the 83d, 84th, 85th, <br />and 86th Congresses on similar bills. This corrunittee has three times <br />favorably reported bills authorizing the project. The last hearings <br />were held in June lOGO. No further actioR was taken at that time as <br />it. was decided to defer consideration of this legislation until this year. <br />lIfr. Chairman, I call attention to the large number of witnesseB <br />present today from Colorado, who come from both the western and <br />eastern slopes. Thei r presence demonstrates that Colorado is united <br />on this project. <br />At, t.he opening of this session each member of the Colorado delega- <br />tion int.roduced a bill authorizini! t.his project. 1I1r. Aspinall, Mr. <br />Rogers, 1I1r. Dominick and I hare introduced identic"l bills. Similar <br />bills h,we heen introduced in the Senate by Senators Allott and <br />Carroll. The Colorado congressional delegation is. presenting a <br />united front in support of this project. <br />The.re has bel'" no major change in the project since the hearinA"" <br />last June. The princjpal chnnge. is concerning the R~ledi Resel"~oir <br />on the western slope.' It. has been agreed t.hat the Frymgpan [n'oJect <br />will bear the entire cost of this reservoir. This reservOll" '''"US sub- <br />sl,ituted last. year for the Aspen Reservoir which would have cost <br />$7,600,000. The cost of the Ruedi Reservoir is $12,831,000. Under <br />the bills before the committee last year the difference of $5,231,000 <br />was to have been allocated to the power rerenues of the Colorado <br /> <br />. <br /> <br />, <br />
