This proposal will be <br />evaluated. <br /> <br />F, Deleted and Deferred Features <br /> <br />The Fryingpan-Arkansas Project has been subjected to continuous <br />economic, engineering, and environmental reevaluation since <br />authorization. These reevaluations have ,resulted in numerous <br />changes to the authorized plan. Several authorized features have <br />been deferred and others have been deleted from the project plan, <br /> <br />1. Deferred Last Chance and Lime Creek Diversions <br /> <br />The Last Chance and Lime Creek Diversion systems which were <br />deferred indefinitely included a tunnel from Carter Creek to Last <br />Chance Creek, open intercept canals constructed on a contour to <br />deliver intercepted water to the tunnel portals and an open inter- <br />cept canal from Last Chance Creek to Lime Creek. <br /> <br />. <br /> <br />a. Associated Impacts <br /> <br />The construction of these features would have required the <br />C":;'ri5'ti"'ilCtic.ll of S!2v!2i..~l IUU,L"t:: wll~::i of access roads. The <br />construction of these access roads and the intercept canals <br />across the steep rocky cross slopes would have required exten- <br />sive clearing and left large scars on the landscape which <br />would be very difficult to rehabilitate, <br /> <br />Updated hydrologic data indicate that allowable diver- <br />sions can be obtained without these features. However, the <br />Southeastern Colorado Water Conservancy District has retained <br />the conditional1decreed water rights from these two sources <br />should it become necessary to construct these facilities to <br />obtain the allowable transmountain water diversions set forth <br />in the Operating Principles, Fryingpan-Arkansas Project <br />adopted by the State of Colorado, April 30, 1959, as amended <br />December 30, 1959. and December 9, 1960 (Appendix C).
