The <br /> <br />summary of the results of such study was published by the Corps in the "308" Report <br /> <br />covering the Arkansas river. <br /> <br />In the 1930 and 1931 studies the operation of the reservoir was worked out <br /> <br />on the basis of virtually pooling the water at the site of the reservoir and <br /> <br />regulating it in accordance with an assumed ideal requirement for the irrigated <br /> <br />lands in Colorado subject to benefit from the reservoir, Certain assumptions <br /> <br />then were made as to the disposition of additional surplus water that would be <br /> <br />made useable by the reservoir; one assumption that this water would go to the <br /> <br />state of Kansas, and another that it would be used on new landS in Colorado. The <br /> <br />published conclusions of the study did not indicate the benefil that would be <br /> <br />derived by the individual canals in Colorado from the reservoir. <br /> <br />Under the present irrigation laws of Colorado and adninlstrative procedure, <br /> <br />the pooling of the water at the Caddoa reservoir probably could not bo accomplished, <br /> <br />since it would involve the storing at times of direct flow water. <br /> <br />Construction of the Caddoa reservoir by the Corps of Encineers has been <br /> <br />approved, with th~ provision, however, that local interests shall furnish rights- <br /> <br />of-way and take care of all damages resulting from the construction of the reservoir. <br /> <br />It appears at the present VITi tine that such rights-of-way and damages will amount <br /> <br />to some J5,OOO,OOO. <br /> <br />Since the 1930 and 1931 studies were completed there have occurred several <br /> <br />years of low water supply. The interstate situation between Colorado and Kansas <br /> <br />also has changed in that a tentative agreement was entered into between the states <br />
