Such other information pertinent to <br /> <br />demonstration of non-practicability as the <br /> <br />permitting authority may deem necessary. <br /> <br />C. In determining what permit conditions shall be <br /> <br />required, the permit issuing authority shall <br /> <br />consider the following criteria including, but not <br /> <br />limited to: <br /> <br />. <br /> <br />1. The practicability of achieving the 400 mg!l <br /> <br />incremental increase. <br /> <br />2. Where the 400 mg!l incremental increase is not <br /> <br />determined to be practicable: <br /> <br />(a) The inpact of the proposed salt input of <br /> <br />each alternative on the lower main stem <br /> <br />in terms of tons per year and <br /> <br />concentration, <br /> <br />(b) Costs per ton of 'salt removed from <br /> <br />discharge of each alternative plan. <br /> <br />(c) Capability of minimizing the salt <br /> <br />discharge_ <br /> <br />D. If, in the opinion of the permitting authority, <br /> <br /> <br />. the data base for the muincipal waste discharger <br /> <br />is inadequate, the permit will contain the <br /> <br />-9- <br />
