<br />. <br /> <br />~" <br />~ <br />Q <br />c:> <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />3. <br /> <br />In determining what permit conditions shall <br /> <br />be required, the permit issuing authority <br /> <br />shall consider the items presented under I, <br /> <br />a, 1, c (2), and in addition; ,the annual <br /> <br />costs of plant modification in terms of <br /> <br />dollars per ton of salt removed for: <br /> <br />a) No salt return. <br /> <br />b) Minimizing salt return. <br /> <br />4. The no-salt discharge requirement may be <br /> <br />waived in those cases where the salt load <br /> <br />reaohing the main stem of the Colorado River <br /> <br />is less than one ton per day or 350 tons per <br /> <br />year, whichever is less. Evaluation will be <br /> <br />made on a case-by-case basis. <br /> <br />II. Municipal Discharges <br /> <br />The basic policy is that a reasonable increase in <br /> <br />salinity shall be established for municipal discharges <br /> <br />to any portion of the Colorado River stream system <br /> <br />that has an impaot on the lower main stem. The <br /> <br />incremental increase in salinity shall be 400 mg/l <br /> <br />or less, which is considered to be a reasonable <br /> <br />incremental increase above the flow weighted average <br /> <br />salinity of the intake water supply. <br /> <br />-7- <br />
