The lower main stem is defined as that portion of <br /> <br />the main river from Hoover Dam to Imperial Dam. <br /> <br />I~ Industrial Source$ <br /> <br />The Salinity Standards state that "the objeotive for <br /> <br />discharges shall be a no-salt return policy whenever <br /> <br />practicable." This is the policy that shall be <br /> <br />followed in issuing NPDES discharge permits for all <br /> <br />new industrial sources, and upon the reissuance of <br /> <br />permits for all existing industrial sources, except <br /> <br />as provided herein. The following addresses those <br /> <br />cases where no discharge of salt may be deemed not to <br /> <br />be practicable <br /> <br />-2- <br />
