'Ihis program <br />also allows "pooling" agreements. Details about this program can <br />be secured fran the local District Conservationist of the Soil <br />Conservation Service. <br /> <br /> <br />'!:he Small Watershed Program (Public Law 566) provides for 50 percent <br />federal cost-sharing and technical assistance from SCS for i=igation <br />and drainage project developrrents. Sponsors for such projects must <br />first make an application to the State Soil Conservation Board. <br />Details about this program are available locally from SCS District <br />Conservationists . <br /> <br />The entire San Luis Valley has sul:rni tted an application to the <br />Se=etary of Agriculture for a Resource Conservation and Developrrent <br />(RC&D) project. If this project is approved for planning and later <br />authorized for operation, S0m2 direct RC&D funds will be available <br />for cost-sharing on project rreasures. Many of these measures un- <br />doubtedly will be for irrigation and drainage inproverrents. Usually <br />the cost-sharing basis is 50 percent. 'Ihe SCS Administrator has <br />USDA responsibility for RC&D projects. <br /> <br />'!:he Bureau of Reclamation has responsibility for the Small Projects <br />Act (Public Law 984). Requests for consideration on irrigation <br />and drainage projects that may qualify under this Act should go <br />to that agency. Under this Act, sponsors pay for engineering and <br />construction through long term loans. <br /> <br />Cost-sharing can be provided fran the Four Comers Regional Can- <br />mission for projects that will stabilize and inprove the econanri <br />of an area or locality. SUch projects can include those related <br />to irrigation and drainage. Applications for funding should go <br />to the State Governor's representative, who in Colorado is IMight <br />Neill, Director, Colorado Department of Connerce and Developrrent <br />(600 Capitol Annex, Denver). Generally, those approved to date <br />have been made as additional cost-shares where ACP, P.L. 566, or <br />other programs were already being used.
