the Ala:osa National Wildlife Refuge near Alamoaa. The plan provides
for ataie development of the water salvage features to assure that pumping
from the shallov ground water does not adversely affect ground wau,r
conditions in the valley. A comprehendve system of observation wdls will
be developed in both the shallow and artesian aquifers to monitor the effeet

of the project on those aquifers.

Following completion of the Regional.Dlrec~or'~ report, the Geological

Survey (GS) constructed an electric analog model of the water salvage

plan as presented in House Document No. 91-369. Results of this study

were published as Colorado Ground Water Circular No. 14. The analog

1Il0del was constructed as part of a water resources appraisal study of

the San Luis Valley. It synthesized the hydrology of the valley and

predicted the effects of changes 1n the water management.- The report

predicted excessive decline of ground water levels after a 50 year

period of operation TOith the feasibility design for well field layouts.

The transmissivity of. the aquifer was estimated frolll aquifer performance

testa and specific capacity tests. The model also predicted the aerial

distribution and m&&nitude of decline throughout the Closed Basin.

Because the depth to ground water averages only 2-1/2 feet in salvage

areae 2, J, and 4, the potential for salvage watl.!t- is much higher 1.n
thpse areas tha~.in salvage areas 5 and 6 where the water depth i8 much

greater. Stage 1 development is entirely within salvage area 6. The

model also predicted that after about 10 _years of pumping equil1brlUlll

betweeu pump withdrawals and water formerly discharged by evapotrans-

piration. will be achieved in the area. The model predicted that .

S

OOu305

,,-~.,., .
