National Wildlife Refuge and construction of the Mishak Lake~ <br />National Wildlife Refuge to mitigate wildlife habitat damages resulting <br />from construction and opera don of the Closed Basin Division. The plan <br /> <br />also provides for construction of ~inimum recreation facilities at the <br /> <br /> <br />San Luis Lakes, and includes provisions to maintain the lake at a near <br /> <br /> <br />constant level which is acceptable for recreation purposes. <br /> <br />Project benefits are based on the value of salvaged water in the Rio <br /> <br /> <br />Grande Basin. Additional benefits accrue to recreation and fish and <br /> <br /> <br />~ldlife and an assignment for area redevelopment. <br /> <br />Presently the physical works for construction es a pan of the Closed <br /> <br />Basin Division are based on feasibili ty ~evel studies con:pleted in the <br />early 1960's and presented in House Dc -ent 91-369. That document <br />;reco,:c,; zes that the physical design of -- ater salva..e facilities is based <br /> <br />,on pr.,; j"'inary and minimum infortlUition. Only five pu:t:p1ng tests were <br /> <br />perfon:ed to estir:.3te aquifer charactedsticlol. The water salvage system <br /> <br />\oIlLS cesi..ned on e:le basis of this miniulal testing program. In addition, <br /> <br />very little Held investigation was performed concerning tlle location <br /> <br />a~d design of the conveyance and later"l systems.
