<br />RiO GRANDE WATER CONSERVATiON DIS <br />P.O. 80X 816 . <br />ALAMOSA, COLORADQ BllOJI <br /> <br />Statement for Presentation to the Board of Directors of the Rio Grande <br /> <br />Water Conservation District in Alamosa on July 8, 1975. <br /> <br />The plan of development for the Closed Basin Divison is that presented <br /> <br />. by the report of the Secretary of the Interior and reprinted as House <br /> <br />Document No. 91-369, published in the second session of the 91st Congress. <br /> <br />This plan of developt:.ent W89 authori;ed by Public Law No. 92-514, approved <br /> <br />-Qn October 29, 1972. That act authorizes the Secretary of the Interior <br /> <br />~ construct, operate, and maintain the Closed Basin Divi6ion of the San <br /> <br />Luis Valley Project, Colorado, and includes authorization for channel <br /> <br />rectification of the Rio Grande between the uppermost point of discharge <br /> <br />of the Closed Basin waters into the river and the Colorado-~ew Y.exico <br /> <br />state 11r.e. This channel rectification will provide a means to assure <br /> <br />the carriage of salvaged waters without fleoding surrounding lar.ds and <br /> <br />tocini:.ize losses of salvaged waters by evaporation, transpiration, and <br /> <br />seepage. <br /> <br />The Closed Basin Division, as authorized, w:11 provide the me...ns l:C <br /> <br />aalvage ground ,,-atE'rs f--om the shallow ac:uifer and return them to the <br /> <br />~o Grande to assist Colorado to meet her commitments under the previsions <br /> <br />of the Rio Grande Co~pact. <br /> <br />The availability of this salvaged yater supply will contribute subs tan- <br /> <br />tially to alleviate critical water shortages which have prevailed in the <br /> <br />110 Crande Basin for many years. <br /> <br />The plan of development provides for <br /> <br />I <br /> <br />{iv~3Cl <br />
