This database is described and <br /> <br /> <br />summarized in greater detail in the "Data Collection Report" prepared for the CWCB (Boyle, <br /> <br />1990). <br /> <br />The major work tasks for the analyses of the Norwood-Redvale area described in this report are <br />as follows: <br /> <br />Development of a demand forecasting plan. <br /> <br />Development of a demand-based operating plan for the Gurley and Cone irrigation <br />systems. <br /> <br />Development of a water marketing mechanism to help facilitate lease arrangements <br />between shareholders. <br /> <br />Each of these topics are addressed in a separate section of this report. A Supplemental Report <br /> <br /> <br />will be issued at the completion of the 1990 irrigation season to provide a synopsis of actual <br /> <br />system operations. <br /> <br />Demand Forecasting Plan <br /> <br />The focus of development of the demand forecasting plan was to provide a means for <br /> <br /> <br />determining the irrigation water demands in years with average, wet, or dry precipitation <br /> <br /> <br />conditions for both the Norwood and Redvale portions of the service area. Once developed, <br /> <br /> <br />these estimates could then be used with 3D-day precipitation forecasts of whether an average, <br /> <br /> <br />wet, or dry year condition was anticipated, to determine the appropriate irrigation water <br /> <br />2 <br />
