"-'
c.]
~

c

A third possible water marketing mechanism would be to install a phone line and answering
machine in the ditch company office which could be used for individuals to call in and leave
messages regarding water or reservoir space for lease or any interest they may have in

obtaining water or reservoir space. Some transcription of phone messages would be required

in order to keep an official record of water availability. Transcription of messages would be

most easily handled by ditch company personnel working in the ditch company office. It would

be the responsibility of individual shareholders to communicate with the ditch company. Deals

for leasing water or reservoir space would be made by Individual shareholders and the ditch

company would then be notified.

All lease arrangements could be either partial or full season arrangements and could be made

at any time during the irrigation season. Details of water or reservoir space leasing agreements

could vary from deal to deal or could be structured under a uniform pricing policy.

In adopting a water marketing mechanism, the ditch company should carefully consider the

amount of involvement they wish to have in leasing arrangements and how much should be left

to shareholders. Bylaw modifications may be required to allow implementation of the adopted

water marketing mechanism.

Summary

This report summarizes supplemental work conducted as part of the San Miguel Praiect Water

Supply Study to develop revised system operating plans for the Farmers' Water Development

Company and the Lone Cone Ditch and Reservoir Company. The focus of this work was to

develop potential modifications to system operating rules and procedures such that better use

of the limited water resources available can be made.

13
