A sample size adequacy test was
performed on existing condition data to determine minimum sample size
needed to accurately reflect existing habitat conditions. It was
determined that one third of the contracts represented an adequate
sample'size (P~0.05). Beginning with FY 94 contracts, one third of
funded contracts will be randomly selected and ,evaluated with the HEP
process.
Applied conditions are evaluated following completion of the
contract and again after 3 additional years.
changes between existing, planned and applied
,measured in terms of Habitat Unit Values (HUV's).
calculated by multiplying the HSI,for each species
cover types utilized by each species.

conditions are
HUV's are
by the acres of

Monitorinq Sites
Twenty contracts have been randomly selected (from those funded
through FY 93) for annual HEP analysis. The data gathered from these
contracts (monitoring sites) will be evaluated each year for the life
of the contracts. Analysis of these data will attempt to look at
short term effects and determine cause of habitat changes resulting
from individual salinity practices.

Off-Site Wetland Monitorinq
Off-site monitoring is being conducted by inventorying wetlands
on true color aerial photographs. Flight line transects spaced one
mile apart running east and ,west for the entire project area were
established. From these transects, within the project boundary, 49
miles of designated flight lines were randomly selected and flown., A
total of 54,000 acres and 32% of the project area are represented by
the photographs. Each photograph represents ,about 1.5 square miles.
The photographs were taken in August of 1991. Wetland inventories
have been completed on the 1991 photos. These transects will be flown
on 5 year intervals and ground truthed to monitor and evaluate changes
in wetlands. The next wetland inventory will be in 1996.

Additional Wetland Inventorv
Wetlands identified within salinity contracted acres and any off-
site wetlands that are expected to be impacted, are inventoried on all
salinity contracts. The location, size, type, source of'water
supporting the wetland (i.e. irrigation induced or natural wetland),
and value of wetlands are determined and tracked. Wetland values are
quantified with the Colorado SCS Wetland Evaluation Procedure (CWEP).
Wetland unit values (WUV's) are generated by multiplying acres of
wetland by the estimated value for the wetland. This value is based
on an evaluation of wetland functions using eWEP and expressed on a
scale of 0.0 to 1.0.

21
