'There are no unresolved conflicts <br />concerning alternative uses of the water as they relate to the <br />human environment. <br /> <br />~tion~hipof Short-Ter~ Uses Vers~ong-Term Needs <br /> <br />The objective of the proposed developmen't is to provide both an <br />adequate short-term and long-terra water supply to the city of <br />Albuquerque and j.rrigation "later for the Middle Rio Grande <br />Conservancy District. The utilization of the water resources <br />as proposed lloUld contribute more to the quality and quantity <br />of the hwnan environment than the continuation of present uses. <br />A conunon relat:i.onship exists between local short-term uses of <br />these reSOUl'ces and the need to maintain and enhance the long- <br />,term productivity of the environment to satisfy human needs. <br /> <br />!!!eversible Commitment of Resources <br /> <br />Commitment of the water and related land resources, principally <br />for luunicipal and industrial use in the city of Albuquerque, <br />constitutes the highest and best use of these resources.
